Q: How is the City of La Crosse's energy assessment program unique?A: For a limited time thanks to a grant from the WI Public Service Commission, the City of La Crosse is offering no-cost energy assessments for middle income City residents as well as low income residents. While low income Wisconsinites anywhere in the state are eligible for a no-cost energy assessment, only La Crosse is offering them to middle income residents too to help them qualify for the new IRA incentive programs to partially pay for energy efficiency improvements like insulation and heat pumps.
Q: Why is the City of La Crosse offering this?A: Because of recent federal legislation, Congress is ending the $1,200 tax credit for insulation and other energy improvements as of December 31st. Middle and high income residents can still qualify if their insulation project occurs before the end of the year. La Crosse is aiming to help middle income residents take advantage of this tax credit by offering the energy assessment at no cost! Days until December 31st Tax Credit Deadline |
It is important to note that the IRA instant rebates are different from the tax credits, and are not slated to go away. Low and middle income residents can receive thousands off the immediate cost of insulation projects and federal tax credits (if eligible, received at tax time) anywhere in Wisconsin, not just La Crosse.

What you will need to qualify for the IRA rebates: - A recent gas/electric utility bill
- Proof that your household annual income is less than the amount above, based on how many people live there. You can prove that with any one of the following: (a) last year's tax return, (b) a Medicaid enrollment letter (not Medicare), (c) energy assistance enrollment letter, or (d) Foodshare/SNAP enrollment letter
